Infrastructure development is an important government responsibility. Infrastructure is developed at the federal, local, and state levels. The developments are significant because they increase social, economic, and political equality. For the three levels of government to successfully develop infrastructure, a vertical relationship must exist. This relationship is essential because of capital investment, which is a federal government responsibility. While the state and local governments invest in various infrastructural developments, the federal government plays a more significant role (Blair, 2017).

For instance, this relationship is seen to benefit states and local governments more when the economic performance is low. Forms can be challenged in the maintenance of stable funds for infrastructure development. Tax revenues may drop when economic downturns occur (Blair, 2017). At the same time, social services expenditure increases significantly. The federal government’s input is necessary to avoid neglect of state-funded projects.

This relationship is currently effective as interactions among the three levels of government move from top to down and vice versa (Hawkins & Andrew, 2011). The need to constantly involve each government in the process of planning and developing infrastructure allows the federal government to assess the cost pricing aspects and other elements, such as the project’s benefits and access for the citizens.
