Both immigrants and citizens want to live in a safe community, and the police have been adopting new strategies and tools to ensure public safety (Milner, 2011). However, the anti-immigrant laws require law enforcement officers to interrogate or stop people who “look” like illegal immigrants, and this endangers the safety of the public, diverting the resources of law enforcement and creating law enforcement mistrust across the country. Eventually, all citizens feel unsafe. Such laws tend to violate the principles of fair treatment, equal justice, and proportionality. To address these issues, the DHS should liberally interpret any requirement to grant deferred action—an unrestricted decision not to act against anyone who violates immigration laws and give her temporary residency.

The political issue involved in immigration and border security is the endorsement of the state authority and local law enforcement to help enforce all federal immigration laws to curb illegal immigration, which is a risk factor for terrorist attacks. Social issues are the government recognizing that in order for immigration issues to be addressed, underlying causes of migration must be confronted (Milner, 2011). That is, people being forced to flee their countries of origin due to economic insecurity and unemployment. An economic issue is how Congress recognizes the relationship between migration and development.
