A more extensive scope will translate into more depth in WBS because each phase (site location, infrastructure, licenses, and operation) must be detailed extensively.
Some WBS development challenges are scope creep because new regulations or new services can bring requirements into the project. Projects must adhere to a planned, structured strategy with a clear start and finish because they are subject to time and resource constraints, including finance and personnel (Kloppenborg et al., 2022). Alignment with stakeholders can be difficult with multiple stakeholders having different agendas. The resources’ limitations in terms of funding and manpower can cause project delays with repeated WBS modification.
