Purpose: The purpose of this memo is to warn and potentially rectify the unprofessional behavior exhibited by Police Officer Doe. The memo will document the observed unprofessional behavior by Officer Doe as observed by Officer Akers and myself. The end goal is to clarify expectations and the acceptable conduct that Officer Doe ought to exhibit.
Facts: Unprofessional conduct has been exhibited on various fronts. First, there is a lack of good interpersonal and communication skills, and taking offense to every correction is unethical. In the same breath, you have proved to have poor engagement strategies with members of the public by violently chasing kids skating in a park and pronouncing profanities that are detrimental to the image of our department. In another instance, you are reported to have developed the habit of accepting snack offers from a local restaurant, an unethical practice for a law enforcer. Even after several verbal warnings to change your behavior, you have flatly ignored them, prompting the issuance of this written warning.
Explanation: To prevent breaking professional rules, adjusting your behavior positively is needed. There have been times when you seem to have departed from established standards and procedures. Adherence to these principles is critical to ensure your security, that of other law enforcement officers, and the people whom we serve. You have also demonstrated insubordination, and you must adjust to comply with set rules. According to reports, you have demonstrated insubordinate behavior with supervisory officials on several occasions. The fact that you have been issued with five warnings and still ignored all of them shows insubordination. It is critical to remember the line of command and communicate any issues or objections through the proper channels.
Change is also needed because your behavior violates the standard conduct toward the public. Officers must engage with the general population civilly and professionally and demonstrate a service orientation to promote public confidence and collaboration, as well as conform to procedural justice concepts. In the same breath, police must treat others with decency, respect, and dignity. Furthermore, the standard of behavior requires that police officers not adopt an officious or forceful demeanor nor use words that may humiliate, ridicule, or frighten anyone. Your actions have violated these standards, especially when you violently ejected kids who were skating in a park. As police officers, we all need to be friendly with members of the public to enhance community policing outcomes.
Plan of Action: In the future, you are expected to display professional conduct while exercising all duties. You are expected to be punctual while reporting to the station from routine patrols. Patrol vehicles and other related resources are shared across the department and should be returned on time. Promptness will ensure other officers proceed with their duties timely.
You are also expected to build positive working relationships with your partners. Before performing any action, consult with your partner and work as a team. Teamwork will go a long way to alleviate the risks associated with our job.
