Negotiations and influence are essential elements of budget discussions. Citizens should be included in the negotiations, and their influence cannot be taken for granted. Notably, this is so because budget hearings affect the prices of various commodities in the market. Further, citizens bear the most impact of increased prices. Therefore, in a budget-hearing scenario, negotiations help reduce prices. Subsequently, negotiation occurs when citizens suggest their preferred provisions and the reasons behind their preferences. The influence of citizens in budgetary hearings can further be incorporated into the negotiations through threats of failing to comply with crucial matters that inform the budget. For instance, citizens can threaten to boycott paying taxes or spending on certain commodities until their preferred price is set through budgetary provisions (Anderson, 2020). Worth noting is that both parties in budget hearings have various stakes. The public service authorities are interested in meeting their obligations to raise revenue and use it to offer essential services to citizens. On the other hand, the citizens will have a stake in reducing living costs by obtaining favorable prices from the negotiations.
