Navigating Uncertainty- Strategic Vision for the Future of Homeland Security in the 21st Century

Navigating Uncertainty- Strategic Vision for the Future of Homeland Security in the 21st Century

Similarity between terrorism acts and natural disasters.

Terrorism is as destructive as national disasters, and Homeland Security should prioritize the two threats. Acts of terrorism through weapons, such as bioterrorism, bombs, chemicals, and cyber-attacks, cause the loss of property and lives, and the response to these actions should be a priority for the national agency in charge of security in the United States (McHenry County, IL (b)., n.d.). Similarly, natural disasters, such as floods, earthquakes, and tornadoes, cause people to lose valuable property and are the leading reason people die when they occur, and this makes them deserving of similar response intensity by Homeland Security as terrorism (McHenry County, IL (a)., n.d.). The United States should continue to use Homeland Security for counterterrorism because workers in this unit are well-trained to secure the nation in the event of a threat of significant magnitude, such as terrorist activities. To date, this entity has been successful in ensuring that terrorist act attempts are unsuccessful in the United States.

Strategies to optimize the homeland security enterprise for the challenges and threats of the 21st century.

If I were to be given the mandate to lead the Homeland Security unit, I would engage in several activities to optimize its potential. Firstly, I would require that national security agencies’ employees form alliances with law enforcement personnel to strengthen their safety provisions (Department of Homeland Security, 2018). Secondly, I would require the team I lead at Homeland Security to collaborate with local and state leaders who would have primary information on terrorism threats so as to mitigate their occurrence on time. Thirdly, I would partner with international and private organizations so that I can access firsthand intelligence they may have about an impending security threat in the United States to enable me to act accordingly. Lastly, I would liaise with community-based organizations to create a safety plan that would ensure that the country is safe when executed.

Recommendations of essential elements for a Homeland security enterprise vision

The Homeland Security enterprise should have several essential elements that strengthen its vision statement. Firstly, the entity’s priority should be to act promptly on warnings and intelligence that it may receive from communities, state and local leaders, and international and private entities (Department of Homeland Security, 2018). Secondly, the Homeland Security enterprise should enhance transportation and border security as part of its core duties. Thirdly, the entity should engage in countering domestic terrorism as its core function and as a way to ensure internal safety. Lastly, the homeland security enterprise should protect critical national assets and infrastructure as a means of fulfilling its vision statement.

Navigating Uncertainty- Strategic Vision for the Future of Homeland Security in the 21st Century

This Discussion Board will examine developing and future threats and challenges that will affect the homeland security (HLS) enterprise (global Jihad, megadisasters, cyber, climate change, arctic policy, piracy, small vessel security, nodes of radicalization, pandemic, immigration, maritime, and insider threat) and look at developing a vision for sustaining the efforts into the future. The intersection of globalization and technology in the 21st century created an uncertain environment in the post-Cold War era. The homeland security enterprise was not borne out of thoughtful strategic introspection after the end of the Cold War, but rather it was more of a reaction forced upon the nation by the 9/11 attacks. Even then, the focus remained on a single issue, terrorism, until the devastation caused by Hurricane Katrina in 2005 opened the aperture of the nascent enterprise to a wider view: the realization that there are multiple threats from man and nature that can bring the nation to its knees. You will be expected to use prior coursework research to provide insightful proposals for adapting the Enterprise to future challenges and to develop a vision for the future. Discuss the following:

How does terrorism stack against other manmade and natural threats? Should the United States continue its approach to counterterrorism?
How would you optimize the homeland security enterprise for the challenges and threats of the 21st century?
What should be the essential elements of a homeland security enterprise vision?
