Human Trafficking Case Review
Human trafficking is a global issue that has raised concerns about the safety of women and children in the community since they are the most vulnerable victims. In a case where a 19-year-old woman was abducted in Arlington, Texas, the local authorities would take action to respond to the incident within the shortest time possible to save the victim from harm and hold those responsible for the kidnapping accountable. The local agency that would be responsible for responding to the incident is the Arlington Police Department. The department may share a picture of the kidnapped woman and the kidnapper to engage the community in finding them. The police department may also interrogate suspects and engage state agencies such as the Federal Bureau of Investigation if the case concerns human trafficking. According to the Federal Bureau of Investigation (2018), the Federal Bureau of Investigation is in charge of investigating human trafficking cases and supporting the victims across all states in the United States. The bureau uses the Victims Services Division and the Crimes against Children and Human Trafficking Prosecution Unit to ensure that all human trafficking and kidnapping cases are handled effectively. The kidnapper in the current scenario may be charged with aggravated kidnapping because the 19-year-old woman was knowingly or intentionally abducted. The punishment for aggravated kidnapping is a prison sentence of a maximum of 99 years or life imprisonment. The court may also fine the kidnapper a maximum of $10,000. However, the authorities must determine whether the kidnapper voluntarily released the victim to a safe place to reduce the sentence.
The NIMS (National Incident Management System) and ICS (Incident Command System) protocols would apply to ensure that the investigation is conducted effectively to prevent harming the victim. According to Bogucki & Schulz (2015), the National Incident Management System guides non-governmental and government entities and the private sector to protect against, prevent, respond to, recover from, and mitigate the impact of incidents. It includes various components that contribute to improving the incident management process. One of the components is command and management. NIMS protocols on command and management can be used to ensure that the relevant authorities are engaged in investigating the case.
The second component is preparedness. NIMS protocols on preparedness can be applied to ensure that the authorities involved in the case have all the necessary resources and a plan to solve the case. The third component is resource management. NIMS protocols on resource management can be used to ensure that the resources provided to solve the case are used correctly. The fourth component is communications and information management. NIMS communications and information management protocols can be used to ensure that all the authorities involved in the case communicate transparently and that no sensitive information about the case is leaked. The fifth component is supporting technologies. NIMS protocols on supporting technologies can be applied to select and use relevant technologies, such as trackers, to find the kidnapper.
Further, the Incident Command System protocols can also be used to solve the case. The Incident Command System is a standardized way of commanding, coordinating, and controlling emergency response by providing a common hierarchy for responders from various agencies (Bogucki & Schulz, 2015). ICS protocols can be applied to coordinate the responses from the community and the Arlington Police Department. The protocols can also be used to create an incident response plan to find the kidnapper and keep the community and the victim’s family members calm so that they do not interfere with the investigation.
