The collaboration side of Homeland Security Intelligence will continue to be ongoing. Before September 11, 2001, multiple agencies were viewed individually and not effectively communicating due to certain regulations and procedures. The policies that were quickly implemented did make gathering and distributing information easy; however, many issues followed. For instance, many legislations incorporated within these articles violated and interfered with civil liberties. In addition, there were no guidelines or boundaries for obtaining intelligence from anyone. Various challenges and obstacles prevent multiagency and inter-governmental collaboration for intelligence support to homeland security operations from a tactical and strategic perspective. Legal issues are also involved when dealing with multiagency and inter-governmental collaboration. The solutions in place now do help tremendously but have incredible potential.

What are the two largest obstacles or challenges preventing effective multi-agency and inter-governmental collaboration for intelligence support to homeland security operations?

The two largest obstacles or challenges preventing effective multiagency and inter-governmental collaboration for intelligence support to homeland security operations are agencies go through a lot of red tape to share and receive information that will be potentially critical to Homeland Security, It borders, meaning that once information is received by whichever agency, it could be a high threat to the United States of America. The second largest obstacle would be to differentiate between Homeland Security’s and Homeland Defense’s jurisdiction to do that. Intot to define Homeland Security.

Stated in “The Struggle to Reform Intelligence after 9/11” states the definition of Homeland Security a concerted national effort to prevent terrorists where the concerted national effort is based on the principles of shared responsibility and partnership among various federal, state and local agencies and with the American people (Harknett, 2011). The article also elaborates on the divide between the Department of Defense, the Department of Homeland Security and the

Department of Justice and other agencies. The issues lie within and between war and crime. The legal issues that are present that need to be addressed would be the authority to be able to release and receive information from other agencies.

Solutions or effective frameworks that are being used

 One of the solutions that are being used would be legislation. Executive Orders that are Executive Order 12333, which the President of the United States signed, as well as the Intelligence Reform and the Terrorism Prevention Act of 2004. These procedures aid that law officials and the government be held responsible for all information gathered and distributed and enforce restrictions on the intelligence community when obtaining information.

Executive Order 12333 institutes specific restrictions when conducting intelligence-gathering objectives. The intelligence gathering must be obtained in an approach that aligns with the Constitution and is appropriate with the law with good intentions (Hayden, 2005).
