The Determined, Resilient, Empowered, AD-free, Mentored, and Safe (DREAMS) partnership is a program by the USAID between public and private partners that aims at alleviating the HIV rates among young women, and adolescent girls, particularly in the highest HIV burden nation-states. This program promotes health by empowering young women and adolescent girls on HIV education and risk reduction via youth-friendly social asset building and reproductive health care (USAID, 2022). It also minimizes the risk of partners engaging in sex through voluntary medical circumcision for male youth and HIV testing, counseling, and treatment.

The targeted population for the DREAMS program are adolescent girls and youth in HIV-high-stricken countries in Sub-Saharan Africa, including Haiti, Zimbabwe, Zambia, Uganda, Tanzania, Rwanda, Malawi, South Africa, Eswatini, South Sudan, Namibia, Kenya, Cote d’Ivoire, Lesotho, Mozambique, and Botswana (USAID, 2022).

Studies show that HIV incidence remains high despite the cost-effective and efficacious HIV prevention tools, particularly among young women and adolescent girls. For instance, in South Africa, it was estimated that 7.7 million people living with HIV was the highest number around the world and the leading cause of death (Zuma et al., 2022). In Sub-Saharan Africa, youths aged between 15 and 24 account for one out of five new HIV infections, even though they represent about 10% of the total population (Zuma et al., 2022). This shows high HIV infection levels among young women and adolescent girls, posing a threat to the overall population in terms of the spread and death of future leaders. Moreover, Zuma et al. (2022) reported that adolescents and young women are prone to engaging in high-risk behaviors such as inconsistent use of condoms, discriminatory cultural norms, and age-disparate partnerships, thus subjecting themselves and the rest of the community to the risk of contracting HIV and AIDS. Therefore, the DREAMS program is important because it addresses the risks that increase the vulnerability of young women and adolescent girls to HIV and AIDS. In the long term, it protects the rest of the community from engaging in risky behaviors through empowerment education and treatment of the persons affected and infected.
