The budget is designed to improve the safety and resilience of the Amtrak train network. The need to repair the railroads is urgent to minimize the threats that the damages present. Repairs to the railroads are critical and currently represent a significant backlog. At least $60.2 billion worth of projects are still incomplete. Most of these incomplete projects are in the Northeastern corridor (Lazo, Still, & Karklis, 2021). In addition to these incomplete projects, there is a need to replace the Potomac and Baltimore tunnels. The addition of extra tunnels at the Hudson River is also important in providing alternative routes for the train network. These should allow the Amtrak network management to address other repairs without disrupting the flow of goods and people. The train network will successfully support the movement of passengers and goods without causing any negative effects that could affect economic efficiency.

The improvement of communication networks and training of staff members is necessary to fill the gap that occurs due to the expensive, laborious, and time-consuming effort of fixing security apparatus. Empowering employees with skills and knowledge to handle and be ready for security threats or proactively avoid them is critical in reducing the vulnerabilities. In addition, communication systems are critical for keeping all nodes’ employees informed about current occurrences (Wang, Xue, Zhao, & Wang, 2018). The proposed budget is expected to ensure that the rail network is efficient, easy to access and use, safe for users, and resilient. The minimization of vulnerabilities and threats is important in reducing the interruptions of the rail network and other dependent transport systems.
