One of the social factors affecting the state’s prison system is mental illness. Among the sixty-four percent of mentally ill inmates, fifty-four percent are state prisoners who report mental health concerns (Prins, 2014). Another problematic factor is substance abuse, which is rampant and keeps reoccurring.  Further concerns have been reported with regard to solitary confinement, where inmates tend to suffer severe psychological risks, including rage, anxiety, panic, and hallucinations. Beyond a university degree, an Emergency Management Specialist must be able to listen to and understand ideas and information either in written or spoken words. Also, they must be able to communicate the same in a way that they can be understood; this is very important in case of an emergency. They must have the ability to tell if something is about to go wrong.
