If I were to be given the mandate to lead the Homeland Security unit, I would engage in several activities to optimize its potential. Firstly, I would require that national security agencies’ employees form alliances with law enforcement personnel to strengthen their safety provisions (Department of Homeland Security, 2018). Secondly, I would require the team I lead at Homeland Security to collaborate with local and state leaders who would have primary information on terrorism threats so as to mitigate their occurrence on time. Thirdly, I would partner with international and private organizations so that I can access firsthand intelligence they may have about an impending security threat in the United States to enable me to act accordingly. Lastly, I would liaise with community-based organizations to create a safety plan that would ensure that the country is safe when executed.

The Homeland Security enterprise should have several essential elements that strengthen its vision statement. Firstly, the entity’s priority should be to act promptly on warnings and intelligence that it may receive from communities, state and local leaders, and international and private entities (Department of Homeland Security, 2018). Secondly, the Homeland Security enterprise should enhance transportation and border security as part of its core duties. Thirdly, the entity should engage in countering domestic terrorism as its core function and as a way to ensure internal safety. Lastly, the homeland security enterprise should protect critical national assets and infrastructure as a means of fulfilling its vision statement.

The homeland security enterprise was not borne out of thoughtful strategic introspection after the end of the Cold War, but rather it was more of a reaction forced upon the nation by the 9/11 attacks. Even then, the focus remained on a single issue, terrorism, until the devastation caused by Hurricane Katrina in 2005 opened the aperture of the nascent enterprise to a wider view: the realization that there are multiple threats from man and nature that can bring the nation to its knees.
