The resource that shortfalls is the criminal justice system. The justice system in charge of sentencing criminals is weak, so it is hard to prosecute the VBBC members. It is also hard to send criminals to jail because, in the past, most criminal charges brought to the Virtual prosecutor’s office by police detectives have resulted in outright dismissal for lack of probable cause or plea-bargained agreements that reduce potential felony charges to misdemeanors with payable fines. The detention centers are also ineffective in preventing crime because the VBBC members have already established a network of jail, prison, and parole members in the community. They are also able to maintain communication despite some of them being locked up in jail and prison. These roles align with the general functions of the police department in facilitating the effective delivery of justice in the community. According to Bowling et al. (2019), the police department is in charge of preventing crime, enforcing laws, providing support services, and responding to emergencies. In law enforcement, the police department investigates crimes and apprehends offenders. Preventing crimes includes responding to routine incidents such as regular criminal activities and patrolling spots with criminal activities. Responding to emergencies may consist of controlling crowds, especially during protests, or responding to road and fire accidents. The strength of the criminal network established by the VBBC may dictate a change in the role of the Virtual Police Department. Currently, the Virtual Police Department is not effectively preventing crime because the arrested criminal offenders continue conducting their criminal activities in prisons and jails and already have members in the community who ensure that the business operates as usual. Partnering with the Virtual Security Force may therefore be the only solution to improving the effectiveness of the Virtual Police Department. Still, it may also dictate a change in the department’s role. For instance, the Virtual Police Department may only be in charge of interrogating criminals after they have been arrested by the Virtual Security Force and collaborate with the VSF in interrogation procedures to ensure that enough information is gathered to build a strong case against the offender hence limiting the chances of being released on bail. The VSF team also has experience and expertise in appropriate charging, proper interrogation procedures, and establishing probable cause and may have to assume all these roles as it trains Virtual Police Department officers. The role of policing will also shift from preventing crime and enhancing public safety and apprehension of offenders to protecting department or agency assets, protection of assets, and situational crime prevention (Wakefield, 2012). The main variable in security monitoring will also shift from the public, which incorporates multi-layered oversight, to variable accountability or self-regulation.
According to Button (2019), the need to change the role of the police department in crime prevention mainly arises due to limited resources, which limit the police department’s ability to deal with a crime, especially if sophisticated offenders commit crimes. In the case of the Virtual Police Department, it is evident that the VBBC gang has already infiltrated the department. This is evident in the ability of crime offenders to continue their criminal activities while still in prison and the release of VBBC members on parole despite the knowledge of their continued involvement in crime after being released from prison. This shows that the gang is no longer afraid of the Virtual Police Department hence the need for another security enforcement agency that is unknown to the club and has not yet been infiltrated. The VSF will be better positioned to apprehend criminal offenders from the gang because its main role is to make a profit, which can only be achieved if it apprehends more criminals. Therefore, they will be vigilant in ensuring that no criminal bypasses the justice system and that cases forwarded for prosecution are solid and supported by concrete evidence
