There are several forms of evaluation stages. There is process evaluation; this part evaluates the components of the policy and its intended operation. Outcome evaluation is designated to evaluate the extent of the policy and its results. Summative evaluation is basically an outcome evaluation; this assesses any results that come from the policy.
