Job Classification Plan

Job Classification Plan

The Number of Years It Would Take an Employee to Advance From Their Starting Position in Grade 4 (Step 1) To Step 4 if They Demonstrate Acceptable Performance

Employee’s job starting point or grade marks the first step of progress measurement (Roberts, 2015). In this case, growth across grades signifies the performance of the employee.

The starting position of the employee is grade 4 (step 1)

Grade 4

Step 1 to 2 = 1 year

Step 2 to 3 = 6 Months

Step 3 to 4 = 2 Years

Total Duration = (1+0.5 + 2)

= 3.5 Years

Step 1 Step 2 Step 3 Step 4 Total Duration
  1 Year 6 months 2 Years 3 years 6 Months
Grade 4          43,680          44,720          45,760                 46,800

Second Employee Salary After Completing Two Additional Years of Service

Expected salary: the employee entered the first year in Grade 4 Step 2

After years of additional service, the employee will be in grade 3, step four. The employee will take 6 months from step to 3, while the other 1 year and 6 months will still ensure grade 4 step 3 level. The 2 years of additional service will cover 6 months of step 2 and 1 year 6 months of step 3, making a total of 2 years of service. A job classification plan is set in a manner that ensures progression through various periods (Cornell University, 2012). The progression of the plan has to be periodic to allow smooth measurement of the growth.

Grade 4 Step 2 = 44,720

Grade 4 Step 3 = 45,760

After 2 years of additional service, the employee will earn 45,760.

The Salary for Each Step in Grade 7 Based on an Overall 3% Increase

Salary increment set at 3% overall.

Grade 7

Step 1 = (56,160 x 3%) = 1,685

Step 2 = (57,200 x 3%) = 1,716

Step 3 = (58,240 x 3%) = 1,747

Step 4 = (59,280 x 3%) = 1,778

Step 1 Step 2 Step 3 Step 4
Grade 7          56,160          57,200          58,240                 59,280
Increment            1,685            1,716            1,747                   1,778
New Salary          57,845          58,916          59,987                 61,058

The 3% overall salary increment will see every step realize growth in salary under grade 7. Changes in the consumer index is positive, making the income levels across the economy take the 3% growth in salary levels (Manese, 2018). Salary increment across various steps is a replication of economic growth.

Question

Most government entities share their compensation structure publicly. They use a job classification plan where pay rates are based on compensable factors such as knowledge and skills, similar to the federal government’s General Schedule (GS) system.

Job Classification Plan

Jobs are grouped into seven classifications, ranging from Grade 1 through Grade 7. Over time, employees receive pay increases according to length of service (Steps 1–4), and progression through the steps assumes a minimum of acceptable performance.

Below is an example of a city’s waiting period within steps and published job structure:

Waiting Period Step 1 to 2: One year Step 2 to 3: One year and six months Step 3 to 4: Two years
Grade Step 1 Step 2 Step 3 Step 4
1 31200 32240 33280 34320
2 35360 36400 37440 38480
3 39520 40560 41600 42640
4 43680 44720 45760 46800
5 47840 48880 49920 50960
6 52000 53040 54080 54080
7 56160 57200 58240 59280
Using the schedule above, calculate the number of years it would take an employee to advance from their starting position in Grade 4 (Step 1) to Step 4 if they demonstrate acceptable performance.
Another employee asked what their salary would likely be after completing two additional years of service. This employee just entered their first year in Grade 4 (Step 2). If they were to demonstrate acceptable performance, what would their expected salary be after completing two additional years of service?
All pay rates typically increase each year based on changes in the consumer price index. Calculate the salary for each step in Grade 7 based on an overall 3% increase.
Your findings should be in a Word document and may include a bulleted list or table.
