Hello. Welcome to my presentation on human resource management in a hotel and resort in Halifax, Nova Scotia.

The business in the case scenario is a leading hotel and resort offering the best food and beverage restaurants and attractive tour and guide facilities that have been operating for three years. The business operates in the hospitality and tourism industry based on the nature of the products and services offered. Tourism includes professional and business travel, visiting friends, visiting tourist attraction sites, and religious travel. Conversely, hospitality includes travel, tourism, recreation, lodging, food, and beverages. The business is located in Halifax, Nova Scotia. Currently, the business has 125 employees and one part-time HR.

The business’s economic status includes the need for management to lay off about 65 service staff members for one season and rehire them when the business picks up post-pandemic. The legal environment in Nova Scotia allows employees to join labor unions. The environment also includes employment laws such as the Canadian Human Rights Act, Nova Scotia Human Rights Act, and Nova Scotia Labour Standards Code (Nova Scotia, 2021). One of the challenges in the business is seasonal changes in staffing levels that decrease in fall and winter and increase in spring and summer. The second challenge is that some HR activities need to be outsourced, especially when hiring key staff.

The seasonal changes in staffing levels create several challenges in the firm and the organization’s strategic plan. One of the challenges is high competition for talented employees because there is a high demand for talented employees during summer and spring because of the high demand for tourism and hospitality services. The second challenge is a shortage of talented employees due to high competition for talented employees. The third challenge is high operating costs due to the business’s costs in hiring and training new employees. Outsourcing HR activities, especially in hiring key staff, also challenges the firm and organization’s strategic plan. One of the challenges is culture change because the outsourced HR providers may not observe the company’s culture. The second challenge is the lack of control over the hiring process, thus making it hard to align human resources with the company’s strategic plan. The third challenge is distancing employees from the organization because there is limited interaction between the company’s management and new staff.

The main employee rights in Nova Scotia are the right to protected leave, the right to overtime pay, and the right to protection from discrimination in the workplace. Employees are entitled to progressive discipline. According to Collins (2018), progressive discipline includes taking various disciplinary measures, such as warnings and documenting every step of the disciplinary process in an employee’s file. Employees also have a right to join labor unions. The Nova Scotia Labour Standards Division addresses employee grievances. Before hiring foreign workers, employers must apply for a foreign worker-employer registration certificate (Nova Scotia, 2021).

The business can minimize operating costs and increase profitability by stopping outsourcing HR services and hiring seasonally. One of the recommendations that it should consider is creating a dynamic workforce. A dynamic workforce includes employees working in an organization’s offices and others working outside the office (Collins, 2018). In the current scenario, some employees can work part-time during winter and full-time during spring and summer, thus eliminating the need to hire new staff. The second recommendation is creating an internal human resource management department to hire employees instead of outsourcing HR services. The third recommendation is creating overtime working hours during spring and summer to complete tasks without hiring more employees.
