Emergency and Crisis Management Stakeholders – El Salvador

El Salvador has experienced numerous natural hazards. One of the most recent is the 2009 floods and mudslides experienced in the country, leading to the death of almost 200 people. Two stakeholders that have played an active role in helping to deal with the country’s crisis are the United States Agency for International Development (USAID) and the National Civil Police of El Salvador. Role of Police

            The role played by the police in the El Salvador floods is more or less similar to their day-to-day maintenance of safety. The police also communicated emergency response information to the public.  (Kapucu, Arslan, & Demiroz, 2010). The police carried out disaster response by helping people be safe during and after the occurrence of the floods.

Role of USAID

            88.7% of El Salvador has been declared by UNDP to be susceptible to natural disasters. Therefore, USAID is one of the international organizations that has been at the forefront of helping the country deal with disasters (Wamsler, Brink, & Rentala, 2012). This organization mainly plays a role in resettling the affected people. For instance, after the 2009 flood, USAID participated in the provision of basic amenities and rebuilding of structures for resettling the affected people.

Comparing and Contrasting the Roles of the Police and USAID in Emergency Response

Both USAID and the Police played an important role in making sure that people in El Salvador were safe after the flood. The main similarity between their roles is that they both quickly responded to the emergency and made sure that all people were helped to safety. However, the police’s role is mainly important during the occurrence of the flood and immediately after. Once they have helped people to be safe, they cannot help them further to be resettled. The USAID role, on the other hand, includes helping people to efficiently go back to their old lives after the disruption of the disaster.
