An existential threat is a threat to the existence of a country or state. The type of threats in this category are threats to national security. According to Glen (2012), they threaten the physical wellbeing of the population in a nation or interfere with the nation’s institutions or economy. Such threats include cybercrime and terrorism (Stevens & Vaughan-Williams, 2016). Terrorists can eradicate a large population in a country and disrupt business and transport operations through terror attacks. At the same time, cybercriminals may hack government websites, economic institutions, or power infrastructures to extort or steal money, affecting the country’s economic and political environment.
The ability of the National Preparedness System to achieve its goals and synchronize government efforts
The National Preparedness System has been unable to achieve its goals and synchronize government efforts, especially during the COVID-19 pandemic, due to fragmented and ineffective communications, a lack of coordination between the subordinate and federal jurisdictions, and a lack of precise control and poor logistical supply chains. This has resulted in racial tension, socioeconomic disparities, increased political divide, poor public health, inequality in the distribution of resources, and deficiencies in medical prevention and protection. Brown (2021) argues that in 2020, the federal government’s understanding, interpretation, and implementation of PPD-8, the whole community, and the National Preparedness System approach were not using a shared operating picture with some subordinate and state governments; hence increasing the country’s vulnerability to Covid-19. Individuals with functional needs, faith-based organizations, private businesses, non-governmental organizations, media platforms, tribal agencies, and educational institutions were not included in addressing the pandemic hence the system’s failure in building more sustainable and resilient preparedness.

Crosscutting subject areas for each proposed framework is vital because it enables the protection of the livelihoods and lives of individuals and communities most vulnerable to emergencies or disasters by limiting the negative impacts of a catastrophe on those most affected. Crosscutting is also important because it can help ensure that those exposed to a disaster can survive, anticipate, and recover.

PPD-8 and the National Preparedness Goal seek to establish frameworks for prevention, preparedness, response, recovery, and mitigation to direct the capabilities of the U.S. government and provide guidance to nonfederal jurisdictions and the private sector. Harnessing and synchronizing these capabilities has always been a national challenge for all of the framework areas.
