Identify the Population Health concern you selected. The population health concern is the opioid epidemic.
Describe the Population Health concern you selected. The opioid epidemic is an example of a health topic that rises to the presidential agenda level. Reports indicate opioids account for two out of three drug overdose-related deaths in the United States of America (USA). Studies also indicate that between 1999 and 2019, approximately 500,000 Americans lost their lives due to opioid overdose (HHS, 2019). Statistics from 2019 reveal that 48,000 deaths resulted from an overdose of synthetic opioids, while more than 14,000 deaths were caused by heroin overdose (HHS, 2019). The main culprits in these deaths include heroin, other illegal synthetic opioids, and prescribed opioids.
Administration (President Name) President Donald Trump President Joe Biden
Explain how each of the two presidential administrations approached the issue. Donald Trump’s administration categorized the opioid epidemic as a national emergency. President Trump aimed to combat prescription and demand. This entailed educating Americans on the risks of opioid abuse and misuse (Wallace, 2020). Furthermore, efforts to identify and shut down the illegal supply chain were intensified. The focus was also shifted towards using evidence-based practices to manage addiction problems. Joe Biden’s administration developed a five-point-themed plan. Pharmaceutical companies are to be held accountable for the opioid crisis. In addition, he will work in concert with the medical sector to minimize overprescribing (Wallace, 2020). This will involve promoting alternative methods of alleviating pain. Biden aims at stopping the smuggling of heroin and illegal synthetic opioids such as fentanyl into the USA. Furthermore, he aims at reforming the criminal justice system to avert imprisonment due to substance use alone.
Identify the allocations of resources that the current and previous presidents dedicated to this issue. President Donald Trump Allocated resources as follows:

$930 million was awarded to Substance Abuse and Mental Health Services (Trump Whitehouse, n.d.).

Approximately $396 million was awarded to Health Resources and Services.

Approximately $194 was awarded to the Centers for Disease Control and Prevention (CDC).

$1.1 billion to facilitate the discovery of a vaccine to avert opioid addiction.

$90.9 million was channeled to the Drugs Free Community Support program (Trump Whitehouse, n.d.). This is aimed at strengthening efforts towards combating the epidemic.

He also allocated approximately $40 million to Acts that ensure the proper recovery of people in treatment programs.

President Joe Biden’s Administration will invest a total of approximately $125 billion over ten years to help fight the epidemic (Biden, n.d.).

Approximately $75 billion will be granted to states to facilitate the mitigation and treatment process.

$20 billion was allocated to Medication-Assisted Treatment. This is considered the best standard of care for people with opioid addiction problems.

President Biden will also;

Allocate $10 billion to emergency services, including management of overdoses.

Allocate $5 billion to community and public education (Biden, n.d.).

Allocate $5 billion to the expansion of channels for healthcare providers. This includes residency and training.

Allocate $10 billion to the NIH HEAL Program (Biden, n.d.).

Part 2: Agenda Comparison Grid Analysis

Using the information you recorded in Part 1: Agenda Comparison Grid, complete the following to document information about the population health/healthcare issue you selected

Administration
Which administrative agency (like HHS, CDC, FDA, OHSA) would most likely be responsible for helping you address the healthcare issue you selected? Why is this agency the most helpful?

The Food and Drug Administration (FDA) is the administrative agency that would help me address the opioid epidemic in the United States of America (USA). This is because the FDA performs important functions and facilitates the approval of prescription drugs in the USA. All drugs must be filed with the FDA with specifications indicating the drug’s safety and its efficacy (US Food and Drug Administration, 2018).

The FDA can help minimize exposure and avert new addiction to opioids through the Risk Evaluation and Mitigation Strategy. Through this, manufacturers should provide detailed information about a drug. Subsequently, this entails providing information about the potential side effects, warnings, and the need to train healthcare providers on the appropriate drug prescription.

The FDA also supports treatment programs for people addicted to opioids. This is done by ensuring the availability of antidotes and other drugs such as methadone and buprenorphine.

The FDA can also facilitate the development of alternative analgesics. Successively, this can be accomplished by working in concert with pharmaceutical industries and other agencies. Furthermore, the FDA can uphold policy and law enforcement (US Food and Drug Administration, 2018). This is relevant when manufacturers or other vendors avail unapproved drugs or advertise controlled drugs. Such enforcements are likely to reduce the cases of illicit synthetic opioids. Therefore, the FDA will be instrumental in solving the problem of the opioid crisis.

How do you think your selected healthcare issue might get on the presidential agenda? How does it stay there? Opioid misuse and overdose are an epidemic in the USA. Opioid misuse and overdose have caused numerous deaths over the past years. Statistics have revealed that opioids accounted for more than 70% of drug overdose deaths reported in 2019 (HHS, 2019). More than 48,000 deaths resulted from an overdose of synthetic opioids, while more than 14,000 deaths were caused by heroin overdose. About 1.6 million Americans reported having an opioid use disorder in 2019, and more than 740,000 were reported to have used heroin in 2019.

Additionally, 50,000 of the heroin users reported using the new users of the drug (HHS, 2019). Statistics reveal that about 10 million misused opioid prescriptions in 2019. In addition, approximately five hundred thousand people were reported to have died from an opioid overdose between 1999 and 2019 (HHS, 2019). These statistics are alarming and demonstrate the importance of this issue. Stringent measures should be set up to avert future opioid overdose-related mortalities. Therefore, this will put the matter on the presidential agenda. The healthcare issue will stay on the presidential agenda until favorable statistics are obtained.

Who would you choose to be the entrepreneur/ champion/sponsor (this can be a celebrity, a legislator, an agency director, or others) of the healthcare issue you selected? An example is Michael J. Fox, a champion for Parkinson’s disease. I would choose Xavier Becerra, the secretary of the Department of Health and Human Services (HHS) (USA gov, n.d.). Under tenure, Xavier has worked in concert with other departments to ensure the opioid crisis is resolved. Their efforts include monitoring all presidential initiatives to ensure their full implementation. Furthermore, the HHS awards grants to states and local authorities to mitigate the opioid crisis.

Part 3: Opioid Epidemic Fact Sheet

Opioid misuse and overdose are an epidemic in the USA. It has caused numerous deaths over the past years. Studies have revealed that opioids accounted for more than 70% of drug overdose deaths reported in 2019 (HHS, 2019). More than 48,000 deaths resulted from an overdose of synthetic opioids, while more than 14,000 deaths were caused by heroin overdose (HHS, 2019). Also, about 1.6 million Americans reported having an opioid use disorder in 2019. More than 740,000 were reported to have used heroin in 2019. Fifty thousand heroin users reported using the new users of the drug (HHS, 2019). Statistics reveal that about 10 million misused opioid prescriptions in 2019, and approximately five hundred thousand people are reported to have died from an opioid overdose between 1999 and 2019. The main culprits in these deaths include heroin, other illegal synthetic opioids, and prescribed opioids (US Food and Drug Administration, 2018). Accordingly, these statistics are alarming and demonstrate the importance of this issue; therefore, stringent measures should be set to avert future opioid overdose-related mortalities. Consequently, this will put the matter on the presidential agenda. The healthcare issue will stay on the presidential agenda until favorable statistics are obtained.

Role of Nurse in Agenda Setting

Tackling the problem of the opioid crisis requires multidisciplinary efforts. Nurses play an essential role.

Care for patients: nurses provide patient care in all settings, including acute and chronic pain patients that may require opioid analgesics. They recognize the importance of alternative analgesics and therefore should participate in agenda-setting.

Patient education: nurses have professional knowledge like other healthcare providers (Milstead, 2019). They participate by actively educating the patient on the effects of opioids and the importance of seeking a prescription for an opioid.

Rehabilitative services: Nurses take part in rehabilitative services for patients with opioid addiction and those suffering from an overdose. They understand the importance of using antidotes and other drugs to support rehabilitation.
